This report aims to provide planners and decision-makers with information and guidance on flood and drought responses in the face of the United States’ increasingly extreme climate patterns. The report defines proactive management and includes eight case studies of local efforts to manage floods and droughts. The report then identifies themes and lessons learned from these local examples, and it provides resources for additional guidance. This is the second volume of this document, and it includes a wider geographic range and addresses smaller municipalities.
