It aims to help municipalities identify barriers for green infrastructure in their codes and ordinances. It was developed by the University of Wisconsin Sea Grant, 1000 Friends of Wisconsin, Milwaukee County Environmental Services, Milwaukee Metropolitan Sewerage District, Orion Planning and Design, and 28 participating municipalities.
