The Illinois Environmental Protection Agency (IEPA) developed dissolved oxygen (DO) total maximum daily loads (TMDLs) for several mainstem reaches of Salt Creek and the East Branch DuPage River in Illinois. This article discusses the reactions IEPA had when trying to implement the TMDLs in the area.
