This report was prepared by Shapiro and Associates, Inc. for the Washington State Department of Ecology with funding from the National Oceanic and Atmospheric Administration. This study aimed to: 1) create a comprehensive inventory of wetlands in western Washington, 2) to identify trends in wetland development, 3) to evaluate the wetland protection effectiveness of the Shoreline Management Act, and 4) to identify areas for improvements to the Shoreline Management Act and other similar programs.
