This paper presents an analysis of various restoration planning and prioritization processes. The authors recommend using simple decision support systems when watershed assessment(s) are unavailable or incomplete. When complete watershed assessments are available (i.e., when restoration actions, biological benefits, and associated costs are identified), the authors recommend using cost-effectiveness as the primary decision-making metric.
