This bulletin addresses the potential of nutrient offsets/credits as a compliance option in response to the Chesapeake Bay’s TMDL and state stormwater regulations. The authors summarize the requirements for stormwater permit holders and the challenges that result from compliance with the TMDL, and they suggest generating stormwater credits/offsets available for purchase to achieve compliance.
