The James River Association requested the Center for Watershed Protection complete a study to: 1) identify the most cost-effective urban stormwater management strategies that can be used by James River Basin localities to meet pollutant removal goals of the Chesapeake Bay TMDL, and 2) assess the extent to which local TMDL implementation plans can also address pollutant reductions required of localities as part of the Bay TMDL. The Center reviewed available cost and pollutant removal data for a variety of urban BMPs to develop cost-effectiveness estimates, and analyzed the costs and benefits of various BMP scenarios for the City of Richmond.
