This paper provides a programmatic environmental assessment (compliant with the National Environmental Policy Act) of the environmental effects of harmful algal blooms in the coastal waters of the United States. The aim of this document is to demonstrate the need for funding projects that include field demonstrations of control and mitigation techniques at a larger scale.
