This report describes a multi-phase project conducted by the Southeast Florida Coral Reef Initiative to evaluate compliance and enforcement issues faced by local, state, and federal agencies during the process of implementing projects that impact coral reef resources. The report provides an in-depth description of the project, both general and institution-specific recommendations, an analysis of enforceability, and other observations and suggestions regarding policy and permit compliance.
